Annual Meeting Notes
October 27, 2005

1. The meeting was called to order at 7:30 PM at Kehrs Mill Elementary School. Present were trustees: Tim Bailey, Meredith McMindes, Michael Olszewski and Linda Walp. Eight homeowners also attended the meeting.
   
2. Linda presented the proposed 2006 Budget, noting the increases in some categories (legal, utilities, tree removal). She also noted the budget shortfall that is going to occur and the Baxter Road projects’ part in that shortfall. Questions arose concerning overages in legal fees, so Tim gave a detailed update of the County’s plan to widen Baxter Road and where it stood at that time. Linda presented the Board’s recommendation of $112.50 for the 2006 annual assessment, which remains unchanged from 2005.
   
3. Homeowners of a property located on Baxter road informed the Board that a large tree had fallen from the common ground into their yard. They believed the tree had been on the ground for almost 2 years without being removed. A check of Subdivision records produced no notification of the fallen tree by the previous home owner, as the current owners were led to believe. They also expressed concern about erosion in the creek behind their home. It was explained that this area has been a concern since this and adjacent subdivisions were built. The scope of any project to address the root problem is much too large for the subdivision to handle alone. The issue was taken to the County and to MSD about 15 years ago. MSD did not take responsibility at that time, even though the erosion was (and continues to be) caused by runoff from another subdivision upstream. Tim and another trustee will go to the property and assess the situation.

Two positions on the Board were up for renewal: Meredith McMindes' and Linda Walp's. A third position was open, due to Jeff Chaney’s departure from the Board. Tim asked Linda and Meredith to tell the homeowners what their positions entailed. Two homeowners had expressed interest in joining the Board: Mark Stolzenburg and John Nozka. They also told the homeowners about themselves and what they felt they could bring to the Board. The vote resulted in Meredith’s and Linda’s re-election and the election of Mark Stolzenburg to fill the empty position. Trustee terms expire in the following years:

  • 2006 - Tim Bailey
  • 2007 - Meredith McMindes and Michael Olszewski
  • 2008 - Mark Stolzenburg and Linda Walp
   
5. The 2006 budget and annual assessment were approved.
   
6. A homeowner questioned the Board about updating the Erosion Control and Management Plan, as it has been 5 years and areas have changed. Tim acknowledged this concern and will call the Farnsworth Group about an update.
   
7. A homeowner asked if the Board had received a copy of the plan on re-seeding behind Thistlebriar after the Stormwater Channel project was completed. The Board had not seen anything at the time of the meeting.
   
8. Linda updated the homeowners on the new website and received homeowner feedback, which was very positive. One comment was if the website could be more interactive (ie., used as a communication tool to the Board). The Board has discussed this option and the website which is still “under construction”.
   
9. Home Improvement Applications were discussed with various actions taken.
   
10. A letter was received from a homeowner concerning the condition of a property in the subdivision. Trustees believe the property is in serious violation of the City of Chesterfield’s Appearance Code and Michael has contacted the City regarding the property.
   
11. The meeting was adjourned at 9:30pm. The next meeting will be held on Thursday, November 17, 2005 at 7:30 PM in the Kehrs Mill Elementary Library.
